During the first session of the 109th Legislative session, CINC advocated to maintain current Nebraska Opportunity Grant funding. Along with other higher education advocates, CINC was successful at maintaining current funding levels for students who are Nebraska residents and eligible for this funding source.  

Nebraska is the only state that has a unicameral. This idea is to allow our legislative process to be more bipartisan and bring together all parties to work together for the best interest of our Nebraska citizens. Click here to learn more about Nebraska’s unicameral process.

The Council of Independent Nebraska Colleges (CINC) is a member to the National Association of Independent Colleges and Universities (NAICU). NAICU is a strong leader and ensures that all of private higher education has a voice and represents our interest in Washington, D.C.  

CINC works closely with our 13 member campuses to ensure that we elevate our interest and provide awareness regarding Nebraska private higher education to our Washington, D.C. representatives. 

Recent advocacy efforts include:

  • Federal Student Aid

    Federal student aid is in place to help students who qualify for funding. Student aid includes Pell grants, Supplemental Educational Opportunity Grants (SEOG), Federal Work-Study (FSW), and federal student loans. Financial aid provides access and affordability for students to attend college. CINC has met with member institutions to provide awareness of the need for these programs and to seek their support to continue federal student aid to provide the assistance needed for students to attend college.

  • Tax Benefits: Tax Code Section 127

    Internal Revenue Code Section 127 was created by Congress in 1978 as a temporary, expiring tax benefit, intended to allow employers to provide tax-free assistance to their employees who were continuing to pursue their education while working. IRS Section 127 was finally made permanent in 2012.

    The annual amount of assistance ($5,250) has not changed in more than 40 years and was based on the average cost of pursuing a four-year college degree at that time. Amounts are deductible to the employer, and employees do not have to include the amount in their gross taxable income. In 2020, Congress added the option for employers to also provide this assistance to help employees pay off their student loans. Advocates are now working to make that new provision permanent and expand the annual amount of allowable assistance.
